1975-1977, National Director, Cuban Refugee Program, U.S. Department of Health, Education and Welfare. In charge of program providing health, education and welfare assistance to Cuban refugees in the United States, under authority of Migration and Refugee Assistance Act of 1962, with annual budget of $85 million. First Cuban-American presidential appointment in the Untied States.
